(FAR) maze of doing business with the federal government's contracting
and acquisition management agencies.

Who We Are
BFC is a federally registered Woman-Owned Small Business (WOSB) which is highly experienced both academically and professionally in the federal regulations and acquisition management process from the federal and contractor perspective.
BFC was founded by Marlin Ann Boothby, MBA, MAM on a solid academic and professional leadership foundation.
Academic Foundation
Marlin's formal education is formidable:
- Bachelor degree (BA) from Sojourner-Douglass in Baltimore, Maryland - graduated summa cum laude;
- Master degree (MBA) from Johns Hopkins University, in Baltimore, Maryland - earned a MBA degree in Business Science with a minor in Organizational Development & Applied Behavioral Science;
- Bachelor degree (BA) from the United States Department of Defense Acquisition University (DAU) in Federal Contract Law & Acquisition Management;
- Master degree (Masters Acquisition Management - MAM) from American Graduate University (AGU) in Federal Acquisition Management;
- Ph.D. in Acquisition management from Virginia University (Completed 1 year).
Professional Experience
BFC's leadership has served as a federal GS-1102 contracting professional for the Department of Defense, the U.S. Navy negotiating and awarding multi-million dollar international contracts, and the Department of Justice.
BFC's leadership has served as an advocate for small businesses from Washington, DC; Baltimore, MD; St. Mary's , GA; Fort Hood, TX; to Indianapolis, Indiana and has provided Small Business Supplier Diversity support to federal Prime Contractors to meet federal compliance with their Small Business Subcontracting Plans and efforts to meet their subcontracting socioeconomic goals.
BFC works with contractors of all sizes nationwide with a plethora of federal contract administration issues (e.g. Business Conduct & Ethics Policies; job descriptions for federal contract bid personnel; Corporate Capability Statements; federal strategies for business development; federal administration training; proposal management; and federal audit preparation; etc.)
